Recently acquired and this effect easily makes it one of my favorites. After thinking about it, some Delta Species cards like Dragonite look like they might be slightly similar, though it’s hard for me to judge since I haven’t held them in person.
I know some of the shining cards feature Pokemon that glow, like Tyranitar or Mewtwo, but that’s not really what I have in mind.
As others have said, almost all of the delta species Pokemon (including some gold stars like Gyarados 
) will appear to be glowing.

I would recommend checking out Atsuko Nishida’s work. Many of her Pokemon arts look like they’re glowing thanks to the watercolor/airbrush medium.
Yellow against a dark holo background seems to help. I could only think of this one (but am sure there are others):

I would say like 95% of any of Nishida’s artworks appear to glow. Just about any Pokemon she illustrates she gives a mystical/legendary feel to it.

Not quite what you were asking for but I always liked this card because the holo over umbreons strips makes its strips look like theyre glowing
