I’m wondering if anyone has any info regarding the Squirtle and Bulbasaur decks and as to why they have repeated energy/Pokémon card art with different set numbers? Example below

The deck is part of a set for learning with a vhs guiding the moves. This means they numbered the cards for correct ordering and minimal confusion.
