Might be buying a base set box today. It’s unlimited but the back has only one country code. Is it 100% unlimited?

May I ask. How do you know that 1st it is Shadowless. And 2nd why it doesnt contain 1999-2000 cards 
I believe it to contain 1999-2000 cards. Just not 1999-2000 holos. As it seems the US released single country blue wing boxes are the ones that have “4th print” cards. Never seen US printed packs contain 1999-2000 holos, just UK (and maaaaybe Australian… but I doubt it)
