Base Set 1st Edition Blister Pack Question

Hi E4, long time lurker and first-time poster here.

I was wondering if I can get some help on a potential big purchase for myself.
I’m heavily considering buying this particular blister pack, however I’m concerned about whether it may be potentially re-sealed.
What leads me to believe this is the small pieces of hair/fuzz? that the seller confirmed are underneath the plastic itself.
There are two particles:

The first is located to the left of Charizard’s head.
The second is located to the right of the 1st edition symbol.
See red circles.

They are both very small and the pack overall still looks beautiful. Is this something that may have occured in the factory?

I haven’t dealt with blister packs, but have seen factory sealed booster boxes with specks of dust underneath the wrapping.

99% of my collection is blister packs. I have had hundreds of them come and go through my hands as i think they are just incredible.

Out of all the packs i have had, about 80-90% of them had little specs under the seal. You have to think these were mass produced in a factory, in the 90’s and being so early in production the factory could have even had dual purposes…

But to think how much dust and debris would be in a factory this is quite understandable. Could be fur, could be a hair, could be cotton from some of the packaging and could even be a bit of a shaved card of pack when being cut up to size…

Blisters are rarely resealed (i have had about 300 never seen one) as it is pretty much impossible to as when you remove the plastic the paper from the cardboard rips off from the glue and this is impossible to put back together, reseals are more common with loose packs as its just the aluminium seal to worry about. But if i got rid of my packs that didn’t have some debris underneath id lose most my collection. If a blister was resealed it would like like a paper mâché job haha
