I have always thought that all reverse holos are printed the same and every individual card in the set has the same chance of being in the reverse holo slot?
Good question, and not sure if anyone knows the answer.
But I’ve always assumed the same as you: each card has the same chance of being in the RH slot in a booster pack, whether it’s a Common, Uncommon, Rare, or Holofoil Rare. (Unless there is a production error, e.g. the EX Dragon TV Reporter.)
Since there are generally more Commons than (Holofoil) Rares in a set, this automatically still means there is a higher chance you get a RH Common than RH Rare. But I think the chance of a RH of each individual card is likely the same indeed.
Unfortunately, I don’t have an answer. This is just my 2c, though.

Most do, reverses are in almost every english pack and with Scarlet Violet you get two holos per packs , with holos before scarlet violet there was only a chance to pull them, only select cards can be holo while almost all cards that aren’t ultra rares can be reverse holo, if we are asking about a specific card and chances to pull a specific rare holo or reverse holo it’s probably higher chance to pull in holo due to how many commons there are in sets this is extremely true in Scarlet Violet where we usually have 2 reverse holos guaranteed per pack.
