Does anyone know what the difference is between these two cards? I couldn’t find much of anything on the 1999 Promo, only a single CGC graded Lugia on Google Image.
And it looks exactly like a 2001 Promo. Any know anything about this? Thanks!
I think that’s just a labeling error and they’re the same cards.

The lugia came with the second Pokémon trading card game (the one that didn’t get a release in English). That game came out in 2001, so I’d imagine it’s mislabelled.
