I don’t have the Sample Hoppip, but that sounds like a fair offer.
I have to ask though: do you have the other three Sample Hoppip cards already?
There is a Hoppip that looks exactly the same as the English Expedition Base Set non-Holo, but has a new Japanese back. These came from the E3 Expo of May 2002 in 4-card booster packs:
Then there are the so-called ‘Manhole promos’, with again a Hoppip. I’m not sure how these are distributed, but they were probably given at kiosks of game stores to demonstrate the new e-Reader devices. These are with both English front and English back, and have a hole in them. There are two different versions: one with glossy front, and one with both glossy front and back (glossy similar as Japanese vending machine / magazine promos):
And the fourth Hoppip Sample card is the one you’re currently looking for, which is the rarest and most expensive of these four I’d say, but also the most well-known. Those came from the New York Press Conference of August 2002. All those cards have the word SAMPLE on the front, have a new Japanese back, and the ID prefixes start with “M” instead of “B”.
Figured I’d let you know in case you’re not aware of these other three English Sample Hoppip cards. If you were aware and already have these three, ignore my comment.

Thanks for the information! I have the glossy front Hoppip with the hole punch in it. However, I wasn’t aware that the Hoppip card that came in the E3 pack had the japanese back on it. I thought it was similar to the holepunched one. Do you know how readily available the sealed packs of the E3 promos are? I reckon I might as well get the sealed pack if I can find one.
Good luck! These can be difficult to track down but fortunately don’t have too much competition which makes it a bit easier for species collectors (outside of Pikachu / Pichu)

Thanks for the encouragement! It has been pretty difficult to track down so far. The only one I’ve come across was from a recent PWCC auction. I didn’t win because my bid snipe was just a tad to low. I’m still kicking myself over that, lol.

I’m glad to hear that someone is interested in seeing my Hoppip line collection! I’m planning on making a thread for the collection once I complete it and get a better camera. I’m also hoping to get all the Japanese exclusive cards as well. In the meantime, here are a few cards:
