By "double white star, " do you mean the neo genesis set? if so, a PSA 10 version is going to cost way more than 25 bucks.
No, I just mean the Japanese Cyndaquil from Neo Premium File 1 that is labeled Hinoarashi Double White Star instead of Cyndaquil Premium File.
Not English Neo Genesis cards.
I got all my other commons with this label for around $25 each in PSA 10.

Help me fill in the blank spot…and if anyone has the Pichu or corrected damage T17 let me know.
I think $25 makes sense for an uninformed seller (many are, because they tend to be the original owners aka hoarder boomers). But most people here are not uninformed.
There was a thread offering $75 that I also passed over. I’d love to help but if I sell my copy then the hole will shift to my collection 
Just keep that checking that saved ebay search and eventually a boomer will list one
