One thing you might consider is being a full set at NM or Mint except for the Holos. The problem your going to run into is if someone thinks a Charizard is in mint condition, they are gonna grade it since it would significantly raise in value. That’s what I ended up doing with my Base Set Collection is buying all the common, uncommons, and rares first and when the price lowers or When I’ve saved enough I’ll go back and get the Holos. It’s just an idea to consider since that would be in your price point I think.

Agreed! I think @oldskoolpokemon might be able to help with the non holo set? They had a bunch so it’s worth a shot.
It’s hard to find a complete set in the conditon you want tbh. People will advertise it as NM and every holo is like PSA 6 at best, especially the Charizard or other key cards. For $700 or a little more, I think you might be able to build it.
Edit: I’d value it closer to $1000, but it’s really going to vary a lot. If you’re being patient, you can scoop up great deals… but for NM(7-8 worthy) cards just the big 3 would be at least $500 and then maybe $25 average on the other holos you’re already at $825 + the non holos.
THANKS for the shout-out @poken00b88
Unfortunately, I am just buying-up MINT and NM Shadowless Non-Holo Cards right now - I sold-off a few C. / Un. Sets to an eBay Friend / Collector, but have since stopped selling anything Shadowless for the time being.

Yeah, the price level makes me think we should hold onto supplies till prices go up some more.
