What's the lore behind Team Rocket's Moltres?

what’s the lore behind team rocket’s moltres? i feel like all the other trainer/pokemon pairings kind of make sense as they were either used by you in the game or by the game characters. but team rocket doesn’t ever capture moltres (unless im forgetting) in the games and Archer doesn’t use Moltres as a Pokemon in HGSS.

It’s a combination of 4 things I’m aware of

  • Tribute to past Rocket’s cards (Rocket’s Moltres, Rocket’s Moltres ex)
  • Team Rocket in the Pokémon Adventures manga did capture the 3 Kanto legendary birds (all 3 are present in the set)
  • The set uses FRLG and HGSS Rocket characters as gameplay archetypes but it’s been hinted in previous sets (e.g. Ethan) that not all Pokémon will be related to the character
    • In-game characters have a limited set of Pokémon (e.g. Archer only has Houndour,
      Koffing, Houndoom)
  • TPC experiments with the Rocket theme on Pokémon they did not use in the games/manga
    • Like previous Rocket sets (e.g. Rocket’s Snorlax)
    • Proton’s Spidops, HGSS Grunt’s Orbeetle

On top of everything Koala said, TPC has at times experimented with what if scenarios. USUM’s and ORAS’s postgames are a good example. Since (team rockets portion of) the set is based on FRLG and HGSS, in FRLG there’s a subplot of a couple rockets trying to get into mount ember on 1 island. Imagine if they catch moltres
