I know I know haha… but Jungle Pikachu is my favorite card of all time so slap that artwork on a booster pack. In this case - Base should have Mewtwo)

Base: Mewtwo. The Base Set Mewtwo artwork is done by Ken Sugimori, just like the three Base Set pack arts of Charizard, Blastoise, and Venusaur. And being the 150th Pokémon that was also in the first Pokémon movie, it makes sense to include it.
Jungle: Vileplume (and Victreebel instead of Wigglytuff). These Pokémon really fit in a Jungle (set), so why not on the pack as well.
Fossil: Omastar or Kabutops. Or perhaps even Mysterious Fossil.

Base: Poliwhirl, I think it would be neat to have a sort of reference to the manga
Jungle: Victreebel, first holo I pulled from this set so it’s a bit of nostalgia but I feel it matches well with the jugle theme; Pidgeot would be a close second
Fossil: Golem, not only should it be on the booster but it should have been a holo!
