this has no markings what so ever. I was thinking perhaps it was something similar to Topps due to the card having a Dragonite montage on the back. Pocket monsters suggests its Japanese, but i’m not sure where i would have gotten it from.
There is a very high probablity that this is just a bootleg copy which is very common with such cards. Usually what happens is that they have the generic Pocket Monsters with Pikachu on one of the card face and the other side is something generic like a copy of a Pokemon postcard and or some other carddass card.
The lack of any kind of copyright info and just a mish mash of artowrk with no purpose just signals these to be bootleg copies. I hope you did not spend too much on the card.

Completely random and different numbering on front and back is also usually an easy give away in addition to already mentioned features, 71 on front and 65 on back
