The binders were released to store the cards from the Pokemon Carddass Anime collection set. If you notice, the binder slots are smaller than the regular binders and were meant for the Carddass cards which are slightly smaller in dimension.
The cards in the binder are belonging to the Pokemon Karuta set. I think they are just Japanese playing cards but I don’t know the version or the game you are supposed to play with them. Unfortunately, I am not sure if they are any valuable since they are available in plenty, but they look nice in the binder you have. Hope the info helps.
