YES you have to pay VAT and yes it’s calculated 21% of the Grading fees + shipping.
So if you send something walkthrough service ($600) + ($53 shipping) , you will have to pay around 150 Euro on VAT + importtax + administration

If you’re in the EU, you should not have to pay VAT on any service provided in the USA (and vice versa). Only imported goods are subject to tax. Worst case is that the gentleman in Holland would have to pay VAT on the cost of return shipping/insurance, but not the service of grading.

You’re technically buying a service in the USA, which isnt subject to VAT. You may have to pay a fee for handling the item on the return (to process everything correctly) and also VAT on the return shipping - but that should be it.
For anyone interested, I am subbing directly to BGS from EU for the first time.
I contacted UPS customs team and asked them what was needed to remove liability for customs duties etc on the return.
The initial person I spoke to didnt know much, but I was transferred to someone who gave a huge list of things needed.
I also contacted BGS and they seemed well versed in it, and stated they mark the goods as “Returned Items”.
My business sells and buys services from the USA all the time and we never have to Pay VAT, if you have a valid EU fiscal ID.
Will be interesting to see what happens, cards should be back in a month. Might make a post on it!

It was very easy in the end. The only thing was the wait time but that is the same as PSA. It took about 15 months from arrival at BGS to be returned to me.

You are wrong, also on services you have to pay VAT. A lot of people overhere also always thought they didn’t have to pay it.
Because most countries were a little lazy by checking it.
But since july last year there is a new law and everything entering the EU is now checked. (or should be).
As far as I know it’s an EU law, so you should also pay VAT on services. It’s doesn’t matter if they mark it returning items. They still need to file the 'service" they added on your goods.
It’s NOT about the value of your cards, those are returned without a problem, it’s about the slabbing/service.

I was half right. The VAT is tax deductible, you can remove it when you complete your tax returns.
