It’s also obvious he has cerebral palsy seeing how he is holding and clenching his right claw. Who chose this Wacky Wyvern anyway? Did all the other Chars blow off picture Day to go day drinking?

That isn’t Charizard’s right hand under his neck. It is a wattle. It is common knowledge that dragon lore is born from dinosaurs, which are closely related to birds. Arita incorporated this into the original Base Set artwork, but decades of artistic misinterpretation by other artists has resulted in the improper depiction of Charizard without this rooster-like protrusion being more common.

Oh yeah, looks like he only has one on the Pokemon Red box art too… can’t unsee. I knew he had only 1 in a few early Japanese depictions but never noticed it in two of his most iconic artworks.

I mean looking at Charmander’s original design with its little spike and Charmeleon with its one horn, it absolutely makes sense that there would only be one horn Charizard’s head. It does however look terribly stupid when you’re used to two horns. Good catch!

In all seriousness, you’re right that Charizard only has 1 horn here.

It’s one of my favorite things about Base Set, that these illustrations were made in 1996 or earlier and many of the Pokémon didn’t have a solid, finalized design, so there was more room for artistic interpretation.

We also see it with Bulbasaur having brown eyes instead of red eyes, Charmander having black eyes instead of blue eyes, and a bunch of things along those lines.

Early designs of Charizard actually only had 1 horn. Here is the one of the 1996 Bandai Promo Jumbo Cards which is a great early example.
