This card has a total of 1 BL (1.4% of the ones submitted), so your chances hover around that 1.4% mark. My take; PSA 10 is a win on a GORGEOUS card

Black labels are extremely hard to get, even a card you think is perfect will almost certainly not get a black label.
Honestly, its kind of just a lottery you have to play. Send a ton of perfect cards and hope that the grader just randomly decides a few of them are BL worthy. Sending 1 card even if its an extremely good PSA 10 is kinda just a waste of money, unless you’d be happy with a regular BGS 10
