No. A company called Media Factory printed the Japanese releases.

@mrfuji, As stated the japanese print runs were done by media factory. A nice example to see the difference is the english pikachu card in the Pikachu records cd set. It is an english shadowless yellow cheeks pikachu printed on japanese card stock. You can see a difference between this card and the WOTC yellow cheeks when put side by side. The color and amount of light that can shrine through the card is different.
Sadly, if you grade the CD promo with PSA it is given the exact same label as the english WOTC one even though the stock and look is different.
