Best operate it? Have you ever driven one of those things? They have amazing specs and can stop and turn on a dime, I think you need a pokemon with finesse to operate one of these babies. Tentacruel is my choice for best operator. With so many tentacles, it can steer no problem while focusing on the small nuanced movements of the forks.
On the opposite, I think onix would be the worst to operate it.
A deceptive psychic pokemon could appear to be good at one by just making the motions happen haha
Depending on what pokemon are capable of, a pokemon with hands like Alakazam could extract the knowledge from a worker and then be forklift certified by proxy
