The PokeBeach article lays it out pretty clear. I’d agree with their thought that this is leftover stock from Worlds and its cheaper for them to just sell in in Japan.

Would Japanese buyers really want to spend ¥22,000 on an English booster box? I have to imagine that this is for tourists.
