Welcome to the forums @Vxzd. Really awesome to have you join in. I think you have, in my personal opinion checked off one of the most important aspects of collecting - having a well defined goal. You mentioned that you would like to collect Dragonite cards which really serves as a good base to define your budget and how and where you would like to spend your money.
Also, E4 is a great place to ask these questions since there is a wealth of knowledge and you can do a lot reading on the site itself to gain more info.
