I looked all over the place online and couldn’t find any info about this card.
It’s called “Pokemon Dratini Staff City Championships Promo 91/146 Legends Awakened”

The card was released in Legends Awakened without the stamp. In the 2008-2009 city championships, participants received the pictured card without the STAFF stamp. Staff members of the event got this card with the STAFF stamp.
In terms of what dates and locations this card was distributed at, that I don’t know.

sealed it came in a pack of 5, non staff version was a 10 pack
