This card is distributed in multiple ways:
One comes from a specific pack, while the other is sold separately in Europe in a single-package release.
For those who aim for a true master set, would you consider these as two distinct variants, or are they effectively the same card? Curious to hear your thoughts!

Same card, same variant. Needs to be removed from packing to fit inside the binder. Once that happens, you can’t tell the difference

Agree with this answer. For master setting, I consider cards distinct only if I can find a printing difference on the card itself (copyright, serial code, set number, etc)

This sounds like a sealed collection of the set instead of a master set for the cards. Getting deep in the weeds here, I get it.
Side by side high res scans wouldn’t and couldn’t show a difference.

Similarly just saw this sealed Kraft Slowpoke go for $150 USD on eBay. As far as I can tell, the printing on the card itself is exactly identical to the Team Rocket Slowpoke that was widely released – copyright, set number, and everything. The difference is in the packaging.
If you’re a sealed collector, you may wish to pick up both versions – personally, as a binder collector, packaging differences are outside of my master set scope.

This is the exact same variant as the one you can find in boosters. However, it was also distributed as a promo. The difference is that this one has fancy package and the one from expansion doesn’t.
