Japanese Base Card Staining?

I see alot of old Japanese Pokémon cards with this sort of stained botchy background (see image). Is this normal?

In some cards I see it and some in the same set/Pokémon card I do not.

Would this be something that happens over time specifically in the Japanese sets or is this the original design?

This looks like holo bleed. Fairly common.

The top layer wasn’t as thick so what you’re seeing is the holo pattern underneath. It’s rarer to find cards without this. I think all but two of my base set japanese cards have it.

Thanks I remember having a few cd promos like this, now I know why. I guess this doesn’t really influence value at this time.
