I’ve got the brochure for that stamp rally. I’ll dig it out and see if it has the specifics, but for now I will say that I’m almost certain the watch set was a prize that was awarded to a limited number of participants who completed the rally. Essentially, a lottery prize.
Until I’ve checked the brochure, though, I won’t know for certain if I’m correct. So, anyone who knows otherwise, please feel to correct what I’ve just posted.

EDIT: I searched my storeroom, but haven’t located the brochure.
The packaging in the photo you posted indicates that the watch is, well, a watch, while the card represents “certification” that the rally participant had collected stamps at all of the stations included in the rally.
As for the value of the prize box, they seem to be selling for between 5,000 yen and 10,000 yen on various Japanese marketplaces.
