Hello, to start off I have zero knowledge on Japanese cards and thats why I’m asking on here 
. This vulpix as seen by the pictures has a square foil pattern all across the card (except the borders). I can’t find any cards like this on the internet which makes me believe, it is a fake card (do they even have fake Japanese cards?).
So basically can anyone confirm for me whether that this is a fake card or a special promo card?
What you have is not a legitimate TCG item. This could be a sticker but I’m not sure the Gym series had legitimate stickers like this.

Their just cheap stickers and you won’t see many online cause they have no value.
