And I hope it isn’t too hard, but from what I’ve seen, some of you are experts at this. And I’ll start dropping hints if no one got it after a while.
EDIT:
- Hint 1: The blue portion you see is NOT the sky. In fact, there is no visible sky anywhere in the full artwork. It’s indoors.
- Hint 2: It’s an Electric-type Pokémon card.

I came across this site pokellector, seems decent!
I gotta say, that is something I’d never have gotten. I thought, based on the art style, it was a komiya card, but the background doesn’t match the mon at all! Bahaha!
That was my first thought as well. And sowsow was my second thought. Since both of them weren’t correct (for English cards at least), I then just went through this list of illustrators (after I sorted their names alphabetically) on pkmncards.
It took quite a while before I was at the R , but it was fun seeing all the different art styles grouped together per illustrator, and also see some illustrators whom only created one or two artworks, which was the main reason I continued. I wasn’t expecting to actually find it, tbh.

Thought it was this, but it’s not. This is such a cool card tho, and sneakily would fit your hint, since it’s water, not sky (exactly).

Nice try indeed, and you’re right that the blue parts are water, but the sky isn’t visible at all in the artwork, not even through the water. In fact, the artwork is indoors.
(Big) hint 2: The card is an Electric-type Pokémon.

My thoughts in order of likelihood: will o wisps, blue flare, unusually plasmic-looking electricity and lastly, seaweed. Certainly the one that would take the longest to decipher. Ironically, it’s a good thing I didn’t go too deep into the seaweed, which is what it actually was.

Oh, it certainly does!
It’s a one-time-use held item used to bypass the charging turn of 2-turn moves. It’s almost a signature held item for Xerneas because of its signature move Geomancy, completely useless in almost every scenario but the gold standard on Xerneas.
