From the title it’s a bit unclear to me, are you looking for truly English exclusive cosmos foil cards (i.e. cards that only exist in English with this foil) or cards that were not printed with cosmos foil in Japanese but were in English?
Korean kept using cosmos foil during the BW era and a lot of English cosmos promos were of course also printed in other tpci languages (so strictly speaking these would not be “exclusive” to English)
