Over 45 in Pokémon’s terms means 46-49 Team Rocket’s Pokémon, which should be roughly 1/3 of the entire SV10 The Glory of Team Rocket set. By comparison, Owner’s Pokémon makes up 1/3 of the entire SV9 Battle Partners set, so it lines up for a JP main expansion

This isn’t always true, some cards are manipulated and bought out. But this typically is the sweet spot to buy singles
