So im shipping a 50 dollar card out using the global shipping program. From my understanding I ship to an Ebay shipping center and then Ebay takes all responsibility after it arrives there. Should I bother with tracking?
Do you care about whatever consequences there would be if it never arrived there?

You just answered your own question. 
You’d be stupid not to mail this card with tracking. it doesn’t cost anything extra - unless you’re trying to save a buck by mailing envelope and stamp - which I’d highly discourage for something that cost $50.00.
Are you willing to lose it? It’s worth the extra dollar and change to make sure it gets there in my opinion.
