What does removing the watermark achieve in regards to customs?

Also, sending the picture is possible via eBay. Any reason they would be requesting it be sent to their personal email?

He’s saying he wants the watermark removed so he can use the picture to sell the pack, and he can use the proceeds of that sale to pay the custom fees

in my experience sending pics through ebays message system results in extremely poor quality pics

Don’t do that. You’re toeing the line with whats covered under protection and whats not.

IMO just get the item back and refund him.

I would NOT mess what the watermarking and trying to re sell it while no one actually has it. That has bad idea written all over it.
