What pack is it?
I couldn’t really see that disturbing the market price too much unless it was a high end pack that someone was planning on displaying. Still, its on the back, so I wouldn’t let anyone haggle you too much about it.

I also had a pack with this on the front, maybe an old label that was peeled off:
Should have little to no impact on price when selling to someone who wants to open it. Display on the other hand.

(I mainly deal with japanese stuff, but for nostlalgia I’d like to get an old pack and I was wondering if something like this could decrease the value and let me get a pack at a lower price)
As long as the other parts of the pack show no tampering or anything I couldn’t see this messing too much with price. As said above it would for sure be a downside for someone wanting to display it or more of a “minty” collector.
People would be less likely to want to open it if it was the more expensive shadowless or 1st edition pack. More expensive packs are more likely to be reserved as display pieces.
Also worth considering if it is a heavy pack since people are more likely to open it rather than keep it sealed for display.
If it was me personally I wouldn’t buy it.
