Sure why not? I don’t think it should be expected for massive grade swings but +/- 1 or .5 grade especially when not even using the same company is not surprising

Suppose you have a hundred 9s, you could probably resub the best 15 of them, and reasonably expect to get a few 10s back. Of course, it’s all subjective and not at all guaranteed, but sometimes the value jump is high enough that even a single bump to a 10 on a nicer card can pay off a small submission.

I want someone to do a a full experiment of cross grading and reviewing high end cards. But it would be too expensive now

This used to happen a lot pre 2020 as it wasnt so expensive to resub cards multiple times. It’s why pop reports are likely not entirely accurate.
The only grades that are accurate on the PSA pop report are 1s and 10s
