Guess it depends on the person and their age. The 4 yo in my life doesn’t like mean looking Pokémon, Clefairy and evevee are favorites. The 2yo in my life likes Poke-balls doesn’t care who’s in them. . I think TPC got it right with their mascot Pikachu. It’s like the new Mickey Mouse. So Pika would be my choice.
I would introduce someone by showing them cards from jungle and fossil. That’s when the art aspect of the game began to flourish, and frankly, there’s some amazing art in those sets. If they like that, then they’re good to go in my book.
I believe modern full arts are responsible for lots of the new interest in Pokémon. They’re cheap, accessible and visually seductive. I’ve had multiple friends get into Pokémon to collect modern full arts.

Surfing Pikachu and Flying Pikachu Black Star Promo. I don’t think much of them now, and that is a shame, because I was so excited to discover and own those cards when I got a debit card and could buy cards online. They show how fun promos can be.
@Mr.Garrison Makes a good point. Audience matters. I would be interested to know the favorite non-FA cards of newcommers. Take out the flashy blingy options, and see if someone can still pick a favorite, or find something to draw them into the hobby.
For this reason, I like the mario pikachu suggestion. Though, I know some people who literally won’t pick up the card because it has the yellow rodent on it… I think Mario Pikachu is a great cross-appeal, and let’s trade might be cool because of the unique holo back.
