Togepi, Toxel and Riolu are not baby pokemon. They have always been basics.
Baby Pokemon are the ones who had the babyrule in the older sets.

You know, I wondered about this because well, when was Riolu not a basic? In fact, what is the in-game definition? Is there even one? I saw that list from bulbapedia, and wondered what made some babies? “Basic” is a TCG term, right? 
For the TCG they are not baby pokemon and we are talking cards aren’t we?
