My boi Shux has been ostracised from any personal growth unlike his peers. Some fear of what it could become. I say give him all the evolutions he wants because you don’t fuckle with Shuckle.
Make them pay for ignoring you all this time.
I feel like the first official stage 3 evolution won’t belong to any existing pokemon. They’ve all been designed to look fully-formed for the most part, with most exceptions to this given evolutions back in Gen 4. That, and from a balance stand-point they would have to alter the pokemon’s stats to not be stronger than legendaries. Makes more sense to proceed with that with a fresh creature concept than the existing ones.
I do agree Shuckle could use an evolution though and some of the basic ones such as Slaking could see some love after they’ve crossed that bridge already!
Twitchy boy needs a software upgrade to patch those bugs.
I’ve always thought he could have a divergent evolution from porygon 2 and make porygon 3 that is a more defensive tank. But we could totally lean into the glitchygon or upgrade him to patch out the bugs. Whatever the case, he is a prime candidate. Probably one of the few who has a clear path to a new evolution.
I think mega pokemon serve this purpose somewhat. But for a true pokemon with a stage 3, 4 separate characters in the line, it would have to be something brand new, like a gen 10 legendary, as all the other designs feel complete.
Or, they could stretch out the other way and make a bunch of baby pokemon and bring them up to the basic level. I can already imagine baby gen 1 starters
