Based on my opinion, the practice of scanning slabs coincided with the new cert era, around the 68****** certification number. I believe that by the time they reached the 70****** cer over 90% of the slabs were being scanned. Nowadays, every slab is scanned.
I am 100% sure those are recased.
I saw some gold star 2xxxx cert that were also scanned, but they are all recased. I am 99% sure that around mid 6xxxxxx cert they started scanning, at the beginning only higher tier service.
2019 for the scans for high end tiers and 2023 for all tiers so you are likely correct that that starts at the high 6s for most cards but very possible to have 5x with scans from the get if people paid up for fast tiers
Never understood the new-cert thing. Isn’t it more likely your card was altered/cleaned if its a newer cert? I guess the idea is PSA was more lenient back in the day but then, doesn’t that imply that you’re buying the label without looking at the card itself? Because there’s plenty of newer certs with questionable grades as well.
