Pikachu Base Deck Sticker

I was curious if anyone knew why some decks have a Pikachu sticker on them? They seem to only show up in Base set?

Where were they printed?

Generally seen on french and german base decks. Dont know what they signified though.

Usa or Belgium print?

I believe Belgium have it. I have a USA blister one without. And a Belgium with it.
