Hypothetically, if a neo gen card is perfect in all aspects other than the typical holo/surface lines/scratches from the factory, what can I expect to get back from PSA? Thanks 
Depends on how bad they are. But probably an 8, although 9 is not out of the question for JUST factory flaws. You got a pic, maybe?
