Too strong for OU because it’s the only fast Serene Grace user in the game. Too weak for Ubers because a single gimmick isn’t enough to keep up with box legends, no matter how insane that gimmick is. Same reason Annihilape and Palafin don’t cut it in Ubers.

80% chance to lower sp def by two stages with Seed Flare combined with the Togekiss tech on steroids + excellent coverage and the second fastest subseed in the game is just consistently too much for OU but not enough to bully the leviathans in Ubers.
