Final Update:
Here’s how the case went.
This is the entire conversation I had with the seller through ebay messages before the buyer filed the return claim

This was the picture he gave me and the picture he used in the return claim
and the return claim was accepted

The return claim said that I can close/dispute the return claim if the item doesnt arrive on the 26th.
The buyer sent the item on the 21st but never uploaded any tracking number for me until 2 hours before midnight on the 25th.
I received the item like this the next morning: 

I filmed myself opening this package and read everything out loud from the senders address to my address, tracking number, and what I feel was wrong because the package seemed too flimsy for slabbed card. I also read and showed my utility bill and proof of address to prove that the recipient is indeed myself. I also had my reception person who received the package prove the address by showing my house leasing agreement. The video was uncut and me talking in the background and also in front of the camera.
after calling up 8-9 customer support reps, one told me to fill out a declaration form and to also attach my images and video to this link through a email they sent me.

after I sent it back, I called ebay customer support again and they would close the case in my favor.
I received the email but was surprised what ebay did

I can confirm that I did receive the funds but on my seller dashboard it says that a refund was provided However I was never paid back the $2.7 I paid for the return label for the buyer.
I contacted customer support again and say they filed a report through my account regarding this buyer so they could have it on file. They copied and pasted what I had wrote in the submission form earlier along with the declaration and video.

(i know it says seller on the second sentence, I contacted them already and they helped me correct it to buyer)
and finally they restricted any feedback that can be made by me or the buyer on this case. which I recieved this email and this status in my resolution center


I got the money, paypal released the hold on my account, so I am happy but not really satisfied that the buyer got off the hook.
I was quite frustrated with ebay as well because I did have to call them more than 8 times for them to pass me onto a dedicated specialist for my case. I was so paranoid because when I filed the claim, I got a email saying my documents did not upload so I wanted to confirm with someone if ebay received the documents images and video on their end. Initially they didnt cause of technical difficulties but after resubmitting they went through.
Once the dedicated specialist was assigned, I was able to reach him every time I called ebay with a Service Request code they provided me so many thanks to him.
