Great card!
I’d second expecting an 8 would be good expectation to set . You never know - it could hit a 10, sometimes it’s just down to the luck of what grader is assigned that day. I also agree it’s very hard to tell from photos due to lighting and angles, so it’s hard to give a full opinion.
Please post back when you’ve got it graded!

Confidence comes from two sources: ignorance and expert-level knowledge. Either OP knows something that we don’t (i.e., the card was photographed poorly and is actually in gem mint condition), or they haven’t obtained the requisite knowledge to know that this card is not a PSA 10.
Only time will tell! Fingers crossed that we are all wrong.

From experience, I wouldn’t try to compare to existing 10s or any other grade for that matter. A 10 is a ‘virtually’ perfect card according to PSA standards, and so there’s room for a very minor flaw here and there. However, as outsiders we can only really speculate on what PSA decides on when giving out a 10 due to this subjective nature of grading.
Anyway, I’m not trying to imply yours isn’t 10 worthy, but I think it’s good to go in with lower expectations so you won’t be disappointed if it gets a lower grade.

Ive accepted an 8 or 9
But mentally I’ve moved on to my reverse zard. There is likely a $15k difference between 9 and 10 so I reaaaaly want a 10 but I know how tough LC is

I cant believe how good this one came out. Better than my dragonite for sure
I inspected carefully with a magnifying tool
There are zero scratches and zero print lines.
And the centering is phenomenal
Both the front AND the back centering is great. Maybe very slightly to the right but it should be within the tolerance
Corners look good as well
Any whitening on the back isnt on the actual face, its just from non ideal cutting. I think thats very normal for this series
Do they have an excuse to dock this down to a 9 because of that? Yes
But considering the rest of the card i am very hopeful
There is lens distortion on these pics because of how close i was. The card isnt this rounded

I never noticed the Dark Raichu holo from Legendary Collection had that weird artifact in the tail 
It’s in all Legendary Collection holo Dark Raichus but not the one from Team Rocket.

Most WOTC holos had rough edges at times it seems, with Jungle and Fossil being the worst offenders usually. Neo era isn’t as bad usually, but then those have lots of print line issues typically. It’s really just luck of the draw. With a set like Jungle you’ll still see some get 10s even with the rough edges (since it’s such a common problem), but the rest of the card has to be absolutely perfect or it’ll get an 8 or 9 instead out of the pack.

Yeah im thinking there needs to be some sort of leniency to at least SOME degree with wotc or else nobody will be able to get 10s.
Regardless of the grades im enjoying these beauties

That is a beautiful card! I will note though the apparent whitening on the top right and bottom right corner, but this still looks like a good shot at a 9, outside shot at a 10!
Bottom right is clean
Top right tho has that tiny bit of white speckle as you noticed
We’ll see i guess. Ive seen similar on wotc 10s but they dont have much tolerance outside 1 or two of those
I was checking out the only psa 10 on ebay
Looks strikingly similar but the rest of his back is very clean
