Any reason for the lack of demand in Topsun cards?

If I’m understanding correctly, these were some of the first (if not the first?) cards produced depicting Pokemon. I understand that Japanese cards in general are less desirable but we’re talking about the first of the first.

Topsun cards were released after the Japanese No Rarity Base Set, though. The release orders of the first few Pokémon cards were:

• September 1996: Bandai Carddass: parts 1 & 2
• October 1996: Pokémon TCG: CoroCoro Comic Pikachu & Jigglypuff, and Japanese No Rarity Base Set five days later
• March 1997: Topsun (no numbers blue backs)

@shizzlemetimbers dug up some information to back this up, including when Topsun obtained a Pokémon license (1997) according to their own website, and how Topsun isn’t featured in any CoroCoro Comic in 1995 nor 1996.
