Most NM ones are selling in the $250 range and even some $300+ sales are out there. If you’re looking for a regular holo then that’s what the price range is.

Not sure if you will have any luck at that price. But can get a nice reverse holo one for that price or less.

Is eBay the best source? Cause I think if I purchase there, there’s this import charges being included not to mention 50-60$ tax charge here in the Philippines…

This is a pretty expensive card you are looking for, try offering more money and offer to pay using paypal gift for family and friends. This should flush one out.
Ebay or here are your best bets hands Down. Instagram and Facebook seem okay but I haven’t done anything over either so I can’t vouch for how safe they are as a means of buying cards.
