To answer your original question, yes I would send the item to the seller because that’s your responsibility and duty as a seller. From what I’ve seen there’s zero evidence this buyer intends to scam you.
Based on your responses it seems like you’ve already made up your mind and are looking for validation to cancel this. Based on the limited response so far, no one thinks it’s a good choice

Leaving aside my meme post, how is 99.2% feedback = “omg the buyer is going to refund/leave neg feedback?”. Then again, on what grounds can you say that a 100% feedback buyer wouldn’t initiate a refund and leave neg feedback? So would you rather trust a 5 feedback 100% buyer instead?
Instead, you should look at the number of feedback he has received from sellers. Looking at the snippet, he has well over >500. That should be large enough of a sample size for you to make your judgement. After all as Pokenastic said, anomalies could happen.

a majority of people are more inclined to leave negative feedback anyway over positive because they think it is going to change things. Factor in the percentage of people that don’t leave positive feedback which is much more likely.
