It is if you feel like it is, otherwise it is not.
For my species collection, I generally don’t bother with cameos because I might know there is technically that pokemon in the card art, my brain still thinks of it as something else.
Like for me, I’d just see this as a charmeleon card that detracts from the rest of the marill cards on the page.

Id count it yeah. There was a gyarados cameo of a picture frame of gyarados that has 1 pixel, but its there in the video game, and it was counted. This seems more realistic.

I count the Creatures deck Crystal Energy in my Gengar cameos, so I would count this as a cameo for all those pokemon.

I think it depends on how intense you want to be with cameos! I find people tend to break down cameos into small groups. Like on the main card art, how much of the Pokemon is showing, how much is the card, etc. Some people count the “evolved from” graphic a cameo as well!
The best way to think about it is what inspires the most joy. Would you have fun collecting that as a cameo? Or is it a brain worm telling you nothing is complete unless you have the 1 pixel Marill?
I’m sure whatever you choose will be the right answer for you, regardless of what others think c: It’s your collection after all

I believe that counts, as it’s on an actual pokemon card, and it is also unique art.
Ultimately up to the species collector how far they want to push cameos tho

I am battling this in my head right now… feature on the back of the card that you can’t see in a binder. Tough call, if it’s not atleast 75/25 on the poll, then it’s basically a toss up. Usually e4 polls of yes/no are 80/20 or higher, a clear consensus

Ngl I think the cameo with marill is more hardcore than the zorua (as @fazool mentioned, the zorua is an actual card whereas this is a not). I do support adding these as cameos though, so @TheMarillFoundation you should do it!!!

Talking seriously, my opinion is very similar to @ddk 's.
Personally, I wouldn’t force myself to buy an expensive card if I have very little interest in it.
This isn’t an official release or a promo meant for the public, plus, the “cameo” is on the back (which already doesn’t feel like a pokemon card at all), on the box art of DS game, and it’s not even the main focus of that.
If you’re still not sure and think that the artwork deserves to be collected, IMHO it would be much better to buy a boxed copy of Pokemon Dash.
Seems way more enjoyable.
