I put base S tier because it encompasses 1st ed and shadowless
if they were split up, iâd probably put shadowless significantly higher than 1st which would ofc be above unlimited. such a cool print run
1st ed and shadowless definitely bump up base set for me. Otherwise its pretty on par with fossil and jungle. Something about that deeper saturation makes shadowless and 1st ed so much more appealing.
Destiny - amazing set direction with Dark and Light, but also has without a doubt the best set of uncommon artwork in the era. The non-holo rares are unique and quality, has the chase card element, and has some great trainer artwork to boot.
A Tier - all of these sets have amazing holos. E series sets would have been higher but the non holo rares being a lot of duplicates feels like a missed opportunity, everything else positive about them has already been said. I think Rocket has some of the best set cohesion ever and the holos are amazing. Gym challenge holos have such an grandiose feel to them knowing that they depict the strongest Pokemon in the region, and I think Sugimoriâs art here is a great blend of his classic style with more dynamism that base set lacks.
B Tier - Neo Revelation is still a very strong set to me but some of the Holo art just doesnât do it for me. Jungle also has amazing cohesion and decent art for being older but also has no non-holo rare uniqueness.
C Tier - The artwork just doesnât excite me as much in these sets. Still feels harsh to me because the Neo sets still have amazing cards. Some of the holos in Discovery really hold its rating back, and the Gym heroâs C/U art doesnât pop as much as challenge does.
D Tier - Like many of you, the positive nostalgia I have for base set isnât enough to overcome the simplistic art and holofoil pattern. Fossilâs has less set cohesion than jungle. The reprints each have a distinct redeeming quality but only one card in the pack is responsible for this.
I think it is pretty unbiased, except neo discovery which is kinda meh but that one i got a soft spot for.
Anyone who puts Fossil below A tier is an awful person and will get coal this holiday season.

While I should have ranked LC a step higher, I disgusted the reverses when they were released and even after all those years they still give me a headache.
First is first, and neo destiny is just a loaded set; shining pokemon, light pokemon, dark pokemon, they went out with a bang for the last old back/border set.
