Based on personal experience I think it is about the same as english packs. Roughly 1 in 3 or 4 packs. I don’t have hard numbers or proof so take that with a grain of salt, just my experience from mostly base set and expedition base set packs.

Japanese E-series boxes have 40 packs and usually 20 packs contain holo rare so the ratio is 50/50.
Most of the japanese ADV/PCG booster packs are a bit different since they contain one rare and one holo rare.
Edit. One of the exceptions seems to be Team Magma vs Team Aqua since every pack has holo energy card as well.
