He’s flying over what’s been dubbed the Holon Lake structure, there’s a lot of lore behind the delta species sets. I’m not an expert, but Holon is an area/region specifically created as a setting for some of the mid-era TCG sets and is where delta species Pokemon canonically originate! (You didn’t ask but I had to share 
)
