I’m glad the Topsun cards don’t hold this title because I think they’re so ugly.
Per @shizzlemetimbers incredible guide to the early days of Pokémon, it appears that the Carddass parts 1&2 cards, released in late September of 1996, were a couple weeks ahead of the 96 Japanese Base set.

They come up in Aus from time to time saying 95 first card etc, thanks for the info!
