Several things probably affect it, first of all non tcg is much less sought after than tcg and therefor usually also gets listed less frequently. Scratch cards all in all are a more scarce release compared to other early non tcg releases from bandai and topsun. Dragonite also is part of scratch series 2 which is even more scarce compared to scratch series 1, i also believe that prism cards were only in 1 out of 5 packs. Lastly scratch cards, unlike bandai carddass cards and topsun cards were meant for playing which means they probably suffered more damage in their early days and often their backsides didn’t make it unscratched and therefor for example could more easily be abandoned instead of listings up for sale
